Despite efforts by individuals, organizations, and federal legislators, Planned Parenthood continues to receive taxpayer funds to pursue its main mission: the killing of unborn children.
In a report released in May, the Charlotte Lozier Institute (CLI) took an in-depth look at Planned Parenthood’s public and private funding sources and found that the nation’s largest abortion provider not only made more than $2 billion but benefited from taxpayer dollars through a variety of federal agencies and programs as well. The CLI report was issued just hours prior to the release of Planned Parenthood’s 2023-24 Annual Report, and was updated to account for the Planned Parenthood annual report. The abortion giant’s revenue remains in news headlines as pro-life groups and lawmakers continue to strive for defunding of the over half-billion dollars it receives annually in taxpayer funding.
In the May 12 CLI report, Funding the Nation’s Largest Abortion Business: An Investigation into Public and Private Support of Planned Parenthood, CLI Associate Scholar Jeanneane Maxon highlighted the numerous, sometimes lesser known ways Planned Parenthood receives government funding.
Those sources include Centers for Medicare and Medicaid, Children’s Health Insurance Program (CHIP), U.S. Department of Health and Human Services, and the Paycheck Protection Program administered by the Small Business Administration. Through grants and funding distributions to other recipients, Planned Parenthood receives money either directly or indirectly from these entities. For example with Title X, “44% of current Title X grantees (FY24), excluding territories, provide funding to at least one Planned Parenthood location, either as a subrecipient or service site within their projects,” Maxon wrote in her report.
However, a change in Title X program funding took place earlier this year, Maxon noted. “As of April 1, 2025, the Trump administration froze $27.5 million in Title X funding for certain organizations ‘as it investigates whether they’re complying with the law,’ impacting 16 organizations including 11 Planned Parenthood regional affiliates,” she wrote.

Planned Parenthood conducted more than 400,000 abortions in the United States last year, according to its own annual report. At the same time the abortion provider lists 4,128 adoption referrals from last year.
Planned Parenthood revenue
The more than $2 billion in Planned Parenthood’s annual revenue in 2023-2024 was broken down by Maxon this way:
- 39% “Government Health Services Reimbursements & Grants”– $792.2 million
- 34% “Private Contributions & Bequests” – $684.1 million
- 17% “Non-Government Health Services Revenue” – $350.5 million
- 10% “Other Operating Revenue” – $210.7 million
Although private contributions to non-profits are not always publicly available, Maxon’s research showed several foundations and private citizens that donate to Planned Parenthood, including Bloomberg Family Foundation, Packard Foundation, Hewlett Foundation, Ford Foundation, Susan Thompson Buffett Foundation (which helped fund the development of RU-486, according to Maxon), MacKenzie Scott, the ex-wife of Amazon founder Jeff Bezos, and Facebook executive Sheryl Sandberg, among many others.
Reviews of many other documents and online searches discovered additional findings regarding Planned Parenthood’s funding and revenue. Some of those discoveries include:
- Planned Parenthood received at least $233,293,400 in revenue during 2022-2023 from various sources for abortions performed.
- Planned Parenthood’s overall reported revenue increased by more than $384 million in a four-year period.
- During 2019-2021, the federal Health and Human Services (HHS) Department “obligated” $1.535 billion to Planned Parenthood through grants or cooperative agreements from Medicaid/CHIP and $3.28 million from Medicare.
- The average cost of an abortion at a Planned Parenthood as of its most recent annual report ranges from $580 (for drug-induced abortion) up to $2,000 (for in-clinic surgical abortions, depending on weeks’ gestation).
- Planned Parenthood made approximately $247 million from abortion during the period of its most recent annual.
- The number of abortions performed by Planned Parenthood increased by 2.42%, from 392,715 in 2021-22 to 402,230 in 2022-23.
Conclusion
“Abortion is the top priority for Planned Parenthood,” Maxon concluded. “The massive amounts of funding Planned Parenthood receives from the federal government, private individuals, and foundations, as detailed in this paper, assists in its mission of promoting and performing abortions.”
“Overall, Planned Parenthood has built itself up to a “nonprofit” organization with annual revenue exceeding $2 billion,” she said. “Despite messaging to the contrary, Planned Parenthood prioritizes abortion above all else. Any form of government money to Planned Parenthood only serves to support its advocacy and provision of abortion.”
